Probably in reference to people who criticize ideals on false or maliciously fabricated assumptions about said ideal, like… oh boy what's the least controversial example I can give…
"Wow you're an atheist? That's so fucked up that you think you can do anything you want without consequences."
It's assuming, or lying to make it seem that the person holds the ideology for malicious intent. In this example, it's painting atheism as not believing in divine rewards or punishment, therefore not having any incentive to have morals. This is clearly flawed logic since there are plenty of other reasons to have morals.
…But I'd bet money this was made by someone who believes in a newer/resurfacing liberal ideology that has a heavy stigma to it due to its history as a means to defend it. Counter signal memes are just strawmen of strawmen and shouldn't be taken seriously.
And on the flipside: "Wow, you're Christian? Don't you feel bad for not giving women rights and being racist to muslims."
By that logic, Christianity has an anti-abortion stance and a desire to make more people Christian, so therefore it must be intolerant to women and other religions.
