I'll be honest, I don't get why people get so hung up on this Animals still existing alongside animal-people thing.

I mean it's like an alien watching a show about Earth and saying "Why does this world have chimps and bonobos when the world has Humans!"

So Goofy's from a species of dog that became a dog-person, while Pluto's from a species of dog that remained a dog. Just like how Humans are apes that became people, while chimpanzees are apes that remained apes.
