Maybe he and Zuckerburg struck a bet to see who could tank their company faster? I feel like I'd try that if I had more money than common sense.

Sometimes rules are added to a system but not followed through because the people who put them on realize with their heads now cold that they would cause more trouble than they are worth.
Sometimes, enforcing a rule that was added is the wrong choice and the only reason they are not removed is that going back on your word looks worse than tacitly ignoring you ever said it in the first place.
