Chikorita had to be cursed with a mediocre final evolution in a generation that wasn't kind to Grass pokémon. There is also the fact that all of the Gen II starters had to be stuck as Monotypes, with Meganium having the worst movepool to boot.

if there ever is another game like PLA, chikorita needs to be one of the starters so it can have a new typing in its final evo. the poor needs something, ANYTHING to give it a leg up
