Thats how I saw it. Peppino just doesnt understand chat room things, emoticons and emojis and slang with them, or how things across chat rooms can be read in a slew of different ways. He literally just wanted to cook the weird hatted girl the best damn cheese pizza shes ever had.

Turns out he actually did just want her to make cheese pizza, as in the actual, non-illegal kind.

They still arrested him for breaking child labor laws, though.
