While the Pit of 100 Trials can be accessed as early as in the middle of Chapter 1, the game does not expect the player to be able to get far in it until Mario is much stronger, later in the game. In fact, the game gives Mario a sidequest to reach Floor 50 after completing the entire story, so the intended point at which the player is expected to obtain the Strange Sack is in the postgame.
