At the end of it, I do think quite a fair bit of costumes are designed stupid for the sake of some gimmick. And part of his design process that was done back in 2014 was not as important as when got along further into the story. Another part is just that he's an unrepentant one of us. The Mirkos, the Ippan Joseis, the Lady Nagants, the Melissa Shields, it's fairly consistent that he just loves designing outfits for his women characters.
