OCs are fine; the problem is Self Insert characters.

For me, it more of a case by case basis. Sturgeons law is in effect, but some can be good. Most of them just use the pony creator (which can be a good starting point/ reference to see how things look), but to be well liked, it helps if yo put a bit more effort into it.
