He actually did mention back at Waluigi’s brawl page that he would not appear as a playable character, and now he does it again. That makes me think that Waluigi might have a big support in Japan and that Sakurai maybe even considered him as a playable character in both games. I mean, he does mentions that he is a “Try-Hard”
