I think Korra is cosplaying Michiko from the anime Michiko to Hatchin:

Here's a closer view of her tattoo:

Apparently, the meaning behind that tattoo was never explained, although there's speculation that it might be related to something called "Liga Brasileira de Defesa Democrática".

Anyway, I never watched Michiko to Hatchin, and I don't know anything about the LBDD, this is all what I gathered from a bit of googling.
