Whoever thinks that this means anything must have forgot that in Fo1, 2 and Tactics you couldn't explore every single inch of the game's map. There were just several main locations and occasionally while traveling along the map you would encounter some people,mutants,etc in the middle of a field that occasionally had a broken down shack in it.

Wow….just goes to show how Bethesda can make something seem big.
