Don't know who exactly Nico (by ju) is, but she is perhaps based on what a Nico Nico Douga (ニコニコ動画) user looks like working on her laptop (or desktop) in building Japanese Internet memes up, most notably the Kumikyoku Nico Nico Douga (組曲『ニコニコ動画』 lit. "Musical Smiley Videos") series.
