I may be misinterpreting this – I listened to it a couple times – but I was hearing this as Louis CK is saying that as an aspiring actor you shouldn't ask an established actor "how do you get good" as a means to succeed. Bradley Cooper seems to be asking a more knowledgeable question than that and thus falls outside the scope of the discussion.
On the other hand it could just be a dumb comedy bit that happens to be wrong.
Either way I guess I am totally not surprised how the internet has copy pasted this everywhere like "OOOOH BURNNNN".
You are correct in your interpretation. Above everything else, Louis was making a joke, not making a serious and literal statement. But even taking what he said seriously, he was asking an acting question not a "how to be famous" one.
