Origin

On the G8 summit, when the russian president Vladimir Putin held a press conference, some young activist stood up and started to throw out propaganda leaflets. This incident became very popular in the russian part of the Internet but that wasn't because of the young activist or Putin's surprised face – the reason was the man's strange eyes as he looked at the young activist when the activist took a seat, he received the name Glazastik (Big-eyed guy):

After the video was spread all over the Russian internet, many photoshopped versions of that man/scene appeared. Some with everyones faces in that scene with their faces replaced with Glazastiks big-eyed face.
This meme has been around for 1-2 years but it's quite unknown since there is not so much information about it. It's in the same class as the Cockmongler/Grinman.

In July of 2007, the image spread to popular Russian sites like Yaplakal.com and rd2d.com where they were photoshopped in various ways.

the Polish website Smog.pl posted a gallery of photoshopped images, sourced from anonymous web users.
