And on the surface this is true; they're both first person open world RPGs set in the fallout universe, And they both use the same engine and even assets But to me, the difference between the two is like comparing the film Chinatown to Transformers 3 These two games are completely separated in terms of quality and world building. Something that is overlooked by Joey who doesn't care about any of that boring STORY stuff, what is this, a book? He just wants to kill people and watch explosions. While I don't think fallout 1 and 2 suck overall, I do believe they have some of the most boring ass gameplay I have ever experienced. Its saying that, because I love xcom: enemy unknown gameplay but hate wasteland 2's, even though they are very similiar. 3 was real shitty too, don't get me wrong, but I feel like it was a step in the right direction. NV did the best it could with an engine made for a medieval game, and on top of having what made fallout 1 and 2 classic, made it the best in the series in my opinion. Fallout 4 looks to have way better gameplay than all the others combined, so even if it fails on all other fronts, it could still in habit the same space as dragon's dogma: having the gameplay hold it all up.
