I've been to the UK and can confirm that the tea etiquette is much closer to the second interpretation than the first.

The Indian custom sounds stupid. There are very few things in life that I hate more than overly insisting hosts.

Regarding the British, they have an actual thing that when a popular TV programme goes on a commercial break, there are huge simultaneous nationwide power surges, because everyone takes the advantage of the commercial break to go to their kitchen and turn the kettle on. So yeah, they love tea (or hot drinks in general anyway).
