He can't kill anyone who's more powerful than his creator.

@1: Those would still count as killing the person, just specifying the manner in which they are to be killed. You might be able to lure the intended victim into a building and wish for the building to collapse (or some other context situation) without telling Genie that there's someone in it. The least problematic solution would be to wish for the means to kill someone, such as teleportation powers and then just drop a big rock on your victim without any evidence leading back to you. The Genie has the personal rule of not killing anyone, but he can't stop someone from being irresponsible with a gift after it's given.

@2: Erasing the memory of the person then telling the person that you two are in a relationship probably wouldn't work. "I may have had feelings for you before, but… I don't feel anything for you anymore if what you're saying is true. I'm sorry, but I'm breaking up with you."

You'd have a clean slate to woo the person, but lying that someone previously had feelings doesn't mean that they will genuinely adopt the feelings you claim they had.

As for telepathic powers, that would work. Just make sure to make it a general power for changing feelings/minds and not one specifically for making people fall in love with you. I mean you'd get the power and the girl, so you technically won and beat the rules, but you also are a rapist so I'm not really sure that's a real win. :p
