This comic could be used as an argument against ANY law. So why have laws because clearly they all lead to a dystopian future!

Also, when will people stop treating gun control and gun banning as the same thing? They are not.

With exceptions to few of those "anarcho-" libertarians, no person is arguing against all laws.

The comic is speaking out against the abuse of executive orders that limits the citizens' rights, while bypassing the congressional approval. Point it's trying to make is if one law is implemented in reaction to an unavoidable issue like gun violence, continuous "compromises" will be made until the definition of control becomes interchangeable to ban.

Government pushing for more ineffective gun control in response to recent shootings which occurred in places where strict gun control already exist is outright infringement of civil liberty.
