It is a recurring belief that the one eye of a cyclops could predict the future. Naturally, this inspired lots of mythical people to gruesomely cut out said eyes in order to take the power for themselves, probably an explanation for why we never see any today. I think the "joke" is that the Shen Gong Wu is made from a pair of eyes (or gems) taken from Sapphires.
