Mentioning "as a Top 500" when it's not relevant is a meme on the Overwatch forums if I'm not mistaken. But as for the post itself, there isn't really anything flagging it as a joke in any way. Comments like how this has supposedly made the game more political aren't likely to show up in a troll post without a little more wink wink, nudge nudge, but he's completely straightforward about it here.
