2- Rape is the hardest crime to prove unless you go to the police immediately, also I think the 3% number has been debunked by now, and it's closer to 20%
3- I don't know how unchanging rates mean they are hostile, seeing how there is little they can do to prevent it
4- The ones that are fabricated are done for the purpose of money or ruining an mans life, both require attention to the accusation. Most actual victims don't want their rape in the spot light. Also, with Femi-nazi's abusing the word rape so that literally anything classifies, there is a major case of "Boy Crying Wolf"
5- This is actually due to a loophole written in the Law, why it hasn't been fixed is-
