Just wanted to discuss a game idea I had

Some weeks ago, I started playing Need For Speed III: Hot Pursuit, and found myself liking the dated quality of the graphics, and the game is one of the few opportunities to play with sport cars from the 90s and early 2000s. A couple of days later, I had a dream involving a video game inspired by NFS3.

The game had the same graphics style as NFS3, in a sort of "stylistic suck" way but still done nicely, and most cars included in that game were developed in the range of 1996-through-2004 – which admittely makes this game appeal to those from "le wrong generation", but that's beyond the point. The main selling point of the game was that it had two different story modes, essentially being two games for the price of one.

The first story happened in a place called Autumn Valley, a scenic hilly area in Canada typically home to those from the upper class. The main attraction of Autumn Valley is that legal, organized racing with exotic cars occurs within the location, controlled by an expansive crew which keeps the order on the racing. The protagonist is a young, recently-graduated man named Exilis, known for his signature red hair, green hoodie and short height(1,57m). Interested in joining the aforemented crew, he decides to get into the racing scene, and eventually gets their attention, gaining the chance to join them. However, as he rises in their ranks, another crew arrives in the zone, and finding the organized racing to be "too restricted" and "slow", they seek to overthrow the ruling crew and change the organized races to illegal street racing.

The second story is much grittier and more police chase-oriented, and takes place in an alternate futuristic United Kingdom/Ireland, and as it is inspired by 1984 and NFS3's bonus track "Empire City", it happens in a dystopian, highly-oppressed city. It follows the life of Emily, a resident of 13th Square who happens to be one of the yearly-selected members to do a race consisting of 12 participants, where the two last-placed members are disposed for not being "skilled enough", and the two highest-placed members are congratulations and taken to the Capital for their "superior skills". At first, she doesn't complain, as the participants use cutting-edge exotic cars during the race, but after placing first she quickly realizes that the "reward" is, too, being killed due to their skills being a danger to the status quo. She and Jack, who placed second, manage to escape the execution and are marked as enemies of the state. While fleeing, they are rescued by a resistance movement. The two then have to work together to execute a plan that can let them escape the oppressive nation once and for all.

Any thoughts on this game's plot? I'd like to improve it as much as I can – I may become a game designer in the future, after all.

EDIT: I almost forgot. Curiously enough, the game had two types of cutscenes. Story-related cutscenes would look like a comic book, and characters were drawn manga-style. Other cutscenes, like a race starting/ending, or the player getting arrested were rendered in 3d low-poly models.

I could use more cars for Class A.

So for the first one, how does the protagonist stop the new guys? challenge them to a race where they do all the dirty tricks while the protagonist have to race by the rules?

I guess the second one is pretty much Hunger Games: the race

It'd be a mix of NFS Underground 2 and NFS Most Wanted: Prove they can't defeat your crew by defeating their members in duels, while gaining attention from those who sponsor the main crew by winning other races. I don't really want there to be cheating in the game – especially of the rubber-banding variety – so everyone should play by the rules.
