The accusations levied at Hillary Clinton and the campaign, Hillary for America, and the fundraising organization Hillary Victory Fund, effectively took control of the entire DNC's funding and management positions in 2015 by purchasing a large amount of debt from them in a joint fundraising move. It seems after buying up 10 million in debts left by the Obama Campaigns, Hillary gave a 2 million dollar Loan to the DNC, as well as created the Hillary Victory Fund.
The Fund was, on paper, a fund for the DNC to award the nominee who won the primary whomever it was, and to help out in state elections. In reality, the fund was used as a Slush Fund for Hillary of America campaign. Now, I say slush fund, because while the money was used merely for campaigning, the fund was used as a means to bypass Donor Restrictions. You could basically donate hundreds of thousands of dollars more to the Victory Fund then the Hillary for America campaign, and so it was used to bypass US laws.
However, it didn't stop there. Clinton continued to give money to the DNC, while then controlling where the money was spent, IE to help buff up her campaign.
To quote a passage from Ms. Brazile within the Politico Article,
"The agreement--signed by Amy Dacey, the former CEO of the DNC, and Robby Mook with a copy to Marc Elias--specified that in exchange for raising money and investing in the DNC, Hillary would control the party’s finances, strategy, and all the money raised. Her campaign had the right of refusal of who would be the party communications director, and it would make final decisions on all the other staff. The DNC also was required to consult with the campaign about all other staffing, budgeting, data, analytics, and mailings."
Clinton essentially turned the entire DNC and all of its money raising efforts, into a personal fund for her campaign to spend on itself. Money that was raised in order for the DNC to help local and state elections instead was diverted in large amounts, with some candidates in local elections receiving less then 1% of what they were supposed to get in support from the funds, in order to fund Hillary for America, and bypass the laws against massive donations to presidential campaigns.
The loss of the 2016 election was, from the get go, assured due to Hillary Clinton's shady way of running an election. Rigging the primary from the start with the Joint Fundraising Agreement, turning the entire party into her personal money reserve, and sabotaging local and state elections so she could get into office. It's been interesting to see a lot of what was described as just "salty whining from bernie supporters" turn out to be 100% right. I'll be curious if this goes anywhere, or if people will try to bury it under the rug.
