That expression makes use of sarcasm, which, as Wikipedia points out, is "commonly interpreted as involving irony." My declaration of a shitposting thread in JFF as "a wild and crazy happenstance" is an example of verbal irony; while I'm saying the occurrence is rare, I actually mean to say that it happens all the time, this thread being an apt example.
