Why do people say Half-Life 3 instead of Half-Life 2: Episode 3?

I assumed that's because we don't actually want another lousy 'episode'

If we're going to think wishfully, why not go all the way and demand what we truly want to see: The entire completed next chapter in one package with some truly new gameplay and interface instead of the tired formula that HL2 is using

I've always am annoyed by how its called half-life 3 instead of Half-life 2:episode 3.

It's called that because that's what it is.

Well, think of it this way, Half Life 1, 2, 2:2, 2:3 doesn't really go well, Half Life 3 is the most impossible and anticipated, so everyone wants that.

I heard Half-Life 3 will be released in Steam at the same time Know Your Meme RPG game got released.
