Earlier today, I downvoted a meme to get its score to 69, but after it increased more I wanted to upvote it because I actually liked the meme, but it doesn't seem like I can. Are downvotes permanent on here?

Yes, downvotes are permanent. And despite countless complaints by the users the admins won’t fix it.

Unfortunately the infrastructure of the site gets lagged by the voting volume, so until the source code gets an overhaul (which is unlikely) just be careful about how you vote.
