I tried to play it, but like I said before, it's region locked.
I can't really call myself a fan of the game as I have not played it, but I do have Shimakaze and Kongou figures.
I'm sure you have heard of the anime adaption due next spring?

Except you can play Touhou.
Can't you play Kancolle though? The wiki has a guide for people outside of Japan registering to play. The registration is done by lottery though, so it's probably just best to wait for the psvita game.
The primary difference between Kantai Collection and Touhou is that Touhou is a Doujin game distributed through CD, and therefore can be shipped internationally. Kantai Collection is a Free to Play game distributed online, and requires an online connection to play, so it's pretty damn easy to region lock it and boot anyone who tries to mess with the DRM.
As for the reason they region lock it, it probably has to do will currency exchange or some legal bullshit. If they want an international release it will come when they want it to.

Late reply, but what I'm trying to say is that there's actually quite a large amount of fans that have never or barely played a Touhou game, yet are "fans" of it.
