I can only assume this is mostly made in response to the recent leaks but some things are definitely raising a few eyebrows. One very obvious one is there seems to be an implication Capcom would rather people not make porn of their characters. If that is what they're implying then good luck with that, that sort of thing has never worked for any other company.

Capcom released new "content policy" guidelines, seems to imply "stop making porn of our characters" and also modders of Capcom games can't have things like Patreons

If you don't want porn of your characters, then don't make sexy characters, Capcom. It's as simple as that ; )
Lol good luck with that Capcom. Just like Blizzard successfully stopped Overwatch porn, NOT.
This is actually a brilliant 4d chess maneuver to combine R34 with the Streisand Effect, catapulting Chun-Li back to queen of Paheal!
I did't understand a word of what you just said, but I'm upvoting it anyways
Trying to prevent porn of your characters is like trying to prevent oxygen from being breathed.
Also has the effect of people making more just to spite you.
Capcom of all people telling others not to make porn out of their characters when not only are they pioneers of purposedly making sexy characters for sex appeal that they know get some people to buy their games, but also STILL do it to date. They literally want their cake and eat it too, huh..? Not how it works, dude.
You know what you do and now you take all of its implications to the face – no backtracking this far on the race.
After last year's ransomware attack I don't blame them for getting a bit defensive with their content. People were very eager to help the hackers by publishing their results.
You shouldn't be able to take someones character and put them in things that people can profit off of directly if the creator does not want that. Like its not fair if I made a boxed $60 Mario game.
but fuck you I or anyone else can draw what ever the we want if its for free. You're not losing money because a DA account draw mega mans fat meaty robo cock.
Question: Is there any game company out there that decided to actively embraced Rule 34, knowing full well that trying to stop it would be like trying to stop the sun rising?

Not a company, but Yoko Taro of Nier and Drakengard fame encouraged the people making rule 34 of 2B to send the art to him.
Also funny story, the primary character designer for Xenoblade 2 has mainly made hentai doujin, and given how hiring processes typically work, Nintendo and Monolith Soft knowing hired a porn artist to work on one of their big games.
