I've seen them all over YouTube, so what started all this?

I'm guessing it's the new thing to say after the 301 Club comments became irrelevant after YouTube finally fixed the 300+ views bug on videos. All in all it's it's a comment a user will say because they think it's funny, when in actuality it's just an awful joke.
