"E o PT hein? E o Lula?" is a gif often used on discussion about the brazilian politic scenario which refers to the brazilian ex-president Luiz Inácio Lula da Silva, also know just as "Lula", and his left-wing political party, the Workers Party, which in portuguese they use the initials PT, that stands for Partido dos Trabalhadores. This statement can be translated as "And what about Worker's Party? And what about Lula?".
The gif was taken from one episode of the japanese series Kamen Rider Den-O in 2007. In this episode Momotaros (in red armor), one of the main characters of the series, teleports to a cafe to continue an interrupted discussion with the character Urataros (in blue armor). The meme makes a joke of how some followers of specific political groups behave in internet discussions (and often in real life too) when confronted, they immediatly start to remember and bring to the light the worst things the Worker's Party has done during the 14 years they governed Brazil. In general are mentioned the financial support to socialist dictatorships around the world and huge corruption cases involving the Worker's Party.
In this case, Momotaros represents the person that dislikes the Worker's Party which keep confronting Urataros. The ironic is that red is the color used by the Worker's Party.
