This meme is about the poor English grammar usage some circles of Hasidic members speak. In Yiddish, which is their main dialect, the language is a mixture of Hebrew and German. These two languages both have very different sentence structures than the English language. Therefore, when Hasidic people speak, they sometimes use their Yiddish sentence structure but with English words.

This meme first appeared in certain Jewish circles. Primarily whatsapp groups. The first known instance of this meme was when City Girl on Twitter (https://twitter.com/conservcitygirl/status/504671104972361729) posted a tweet about how she heard someone say "I baked my mother in the oven. A cake"

Someone later found this picture of a Hasidic man (http://www.catofashionsonline.co.uk/4-of-the-most-interesting-hairstyles-in-history/) and used that as the meme.

Thus, Hasidic yinglish man was born
