Juliari Peter Batubara is a Indonesian Politician who has been serving as the former Ministry of Social Affairs on October 23rd, 2019 until December 6th, 2020. He has been caught for allegedly COVID-19 social aid package corruption in late December 2020 by asking commission fee of it for 10.000 Rupiahs (less than 1 Dollar) per package that worth 300,000 rupiahs (21 US Dollars) to the suppliers for Jabodetabek metropolitan (Jakarta, Bogor, Depok, Tangerang, and Bekasi) region, which total was collected more than 17 billion Rupiahs (approx 1.5 million US Dollars) from it.

History

Political Career

Juliari Peter Batubara^[1] started his political engagement in 2014 as Dewan Perwakilan Rakyat (Eng. People's Representative Council) representing Central Java constituency region 1 and as a member of Partai Demokrasi Indonesia Perjuangan (Eng. Indonesian Democratic Party of Struggle). He also joined in the national parliament's Commission VI which managing trade, industrial, investment, and business affairs. On October 22nd, 2019, Juliari^[2] was appointed as Ministry of Social Affairs by President of Indonesia, Joko Widodo.

Corruption

On December 6th, 2020, Juliari^[3][4] was caught by Komisi Pemberantasan Korupsi (Eng. Corruption Eradication Commission) for allegedly receiving bribes from the suppliers of social aid for Jabodetabek metropolitan region up to 17 billion Rupiahs (approx 1.5 million US Dollars). The suppliers said that they are had been asked to pay of commission fee of 10,000 Rupiahs for each social aid package. The package include basic food that worth of 300,000 rupiahs that will distribute to the people who needy during COVID-19 pandemic.

On August 6th, 2021, Juliari^[5] asking the judge for leniency in imposing a prison sentence, he claimed that if the prison sentence was too long, it'll give impact to his family and his children. On August 23rd, 2021, the judge decided that Juliari^[6] will be sentenced for 12 years in jail, compensate the country for 14.5 billion Rupiahs (1 million US Dollar), and his political rights revoked for four years as he proven received bribe up to 32 billion Rupiahs.

In late July and early August 2021 after Juliari asked for leniency, he became subject of various memes by Indonesians. For example on July 23rd, 2021, YouTube^[8] user Udyn Laboratory uploaded video titled "Bagi Ceban dong..". The video showing Juliari's journey from corrupting the money until he got caught. The video received 11,000 views in one month (shown below). On August 11th, 2021, Facebook^[9] user Guntur reposted the video to "Random Memes On The Internet" group. The video received more than 3,500 reactions and 2,700 shares.

August 13th, 2021, Instagram^[7] user @rullysarjana uploaded video that mocking how Juliari got so much money by only "saving" 10,000 Rupiahs. The video received more than 90,000 views in 15 days (shown below).

On August 11th, 2021, Facebook^[10] page Kediri 𝙎𝙝𝙞𝙩𝙥𝙤𝙨𝙩𝙞𝙣𝙜 Mk.II uploaded Heidi Pushes Clara Over Cliff meme for depicting how Indonesian responses after Juliari asking for leniency. The post received more than 940 reactions and 690 shares (shown below, left). On August 13th, 2021, Facebook^[15] user Prio San uploaded photo of Juliari wearing ballsack-like shirt to AOT Shadisposting: The Final Season group. The post received more than 582 reactions and 1,000 shares (shown below, center). On August 18th, 2021, Facebook^[11] Akulah Ratu Laut Selatan reposted the photo with adding caption "Disuruh patuhi 5M malah ambil 14M" (Eng. Told to obey 5M, instead take 14M) that refers to health protocol to prevent COVID-19 to Shitmeme Untuk Kebutuhan Iman group. The post received more than 9,500 reactions and 4,900 shares (shown below, right).

#JuliariKontol

In middle August 2021. #JuliariKontol hashtag became trending in Indonesian Twitter not long after Juliari asking for free from his sentences. On August 11th, 2021, Twitter^[12] user @RAMA23302 uploaded screenshot that showing the hashtag became trending in Indonesia (shown below, left). On the same day, Twitter^[13] user @nktbhiofficial uploaded edited image of book page from Instagram^[14] @jangan.percaya_ written "Saat seseorang menghela nafasnya kemudian tersenyum, lalu berkata 'JULIARI KONTOL'. Percayalah kecewanya tidak biasa." (Eng. When someone sighing and smiling, then says "FUCK JULIARI". Believe that they have unusual disappointment). The tweet received more than 2,600 likes and 575 retweets (shown below, right).
