An image from a GZip file titled Nine Angles, a name which has been associated with Saki Sanobashi. Copying from <a href="https://lostmediaarchive.fandom.com/wiki/Saki_Sanobashi/Go_For_a_Punch">Lost Media Archive</a>:

F_Neo found a /saki/ thread on 4chan where someone said that he had seen it.

F_neo found that ナイン角度 meant "Nine Angles", so he went on a P2P application called "Perfect Dark" or PD for short. He searched for ナイン角度 he found a gzip file, which contained these two images.

The first image wrote: "What are your dreams for the future?"

While the second image fits OP's description, a white-haired hime cut girl. The caption of the image wrote: "The girl who dies" or "The woman who passes away".

After Whang's video we would have someone coming forward with a definitive solid lead. 4. 8mm projects were self-funded, took forever, and were often just still images with little animation. 5. No one in Japan, either 2ch, forums, or those associated with horror or g--- know anything about it. 6. G--- chan knows nothing of it, and it was very active when people claim to have seen the video 7. All of this can be explained by one guy making up a creepy story on /al in 2015. Occam's razor. 8. People coming forward giving detailed stories are lying for attention or to fan-fic a creepy pasta. 9. Others giving vague answers are just remembering seeing clips from horror anime from that time period that have scenes of s----------- and bathrooms. ie High School Mysteries. 9. Even small budget OVA from the time period would have a decent staff and a modest release. Thus we'd find traces of it. Even an obscure vhs only OVA would have some traces of its existence. We've exhausted any angle and can reasonably infer it's not real. the discord and reddit will chase their tail for a few weeks and then move on, or this will turn into something totally autistic. After losing hope and starving for some days everything goes downhill. They just start screaming and yelling. Then they all commit suicide, either by smashing their heads on the floor or scratching their necks to bloody pieces One girl helped the other to drown in the sink, because she asked her to hold her, because she couldn't do it. I cried myself to sleep right after watching that vid, because I just didn't even know anymore.. Why would anyone draw that with such precision? It was goddamn horrifying. Looked 80ish in quality (audio too). Japanese dub. English subs. Lasted for about 30 minutes. No credits, but it seemed ripped. Voices sounded very young, but eh, Japanese sound young in their 50'. Haven't found or seen it again.
