it begin to use since 10 dec 2017, the original of it was report of France 24 about how Iraqi forces hunt for IS group sleeper cells in Mosul, and it was in 2017/7/19, then later some youtube user from Iraq upload section (it start from about 1:11) that show the only “Turn off the camera” scene of major (or colonel) Selam al-Ubeidy in I.C.T.F (Iraqi Counter Terrorism Service) for fun, after that many memes pages start doing memes using some frames of this scene to express different things.
