Was originally part of the "Demented Cartoon Movie" on albinoblacksheep.com made by Brian Kendall in the 1990's.
From Urban Dictionary:
A character in "The Demented Cartoon Movie". Shows up at random times and causes nuclear explosions by saying "zeeky boogy doog!".
