No, there is no cosmic rule of the universe to say that Dr Doom is the only savior of the world.

However Dr Doom is canonically one of the top magic users (rivals Dr Strange himself) one of the most intelligent people in the world, and is so good with technology that it some cases his robotics and such exceeds Iron Mans.

So he's perfectly capable of saving the world 10000 times over.
