I think what they did was skip on a lot of the more niche elements that most players never both with and stick to the stuff the mainstreamer will pay the most attention to. As a result, the more roleplay-centric things were left to the modders that are ubiquitous for Bethesda games. Not entirely certain I agree with the move, but whatever. Also just a guess.

And I personally quite enjoyed the settlement thing overall. Just avoid Preston and don't ever tune in to Radio Freedom.
