Is Scissor Sisters supposed to be like King Crimson?

Gave the same vibe to me, but I think its ability is different: it stops time like King Crimson, but instead of skipping the next moments, it literally cuts the picture of the scene in stopped time and can rearrange it, so the situation is different (in this example, stopping time, the cutting the fight into the Scissor Sisters' user and the shooter's pieces, then swap their positions).
In other words, kinda too similiar to The World lmao. Maybe Scissor Sisters could have more range to toy with the surroundings, more time stop duration, or both.
