Most studios use the scheme to use simple-effects only in non-action-scenes (mouths moving, people and objects moving, expressions) , so they save time, money and frams for the action scenes, and of course, the opening and cinematic trailers. Now with this style, the same quantity of frames is constand during all the animation. Which is great for a anime like witch academy due to the cartoony design and wacky action, and is just a short feature. It's basically the pre-Chuck Jones looney tunes, but with waaaaaaaaaaaaaaaaay less budget, since high-numbers-frame animation today is very inaccessible due to the exitence of cheaper methods (also, kids aren't very a demanding demographic) But Pokemon is a series with a lot of episodes in demand, which means even less money and less time, with someway heavy action scenes. So yeah, the quality will fall like a brick in the new fight scenes. (Which is weird, since the quality of both non-action and full action has increased a lot in the Y and X saga)
