Context: In Episode XCVI, there is a scene where a Jack and Ashi witness an alien exile being transported to Earth, with an Aku officer (pictured in the image) redirects him to a innocent village where said alien will probably terrorize.
/co/ users interpreted it as a commentary on jihadists infiltrating migrants to perform terrorist attacks on Europe.

I wouldn't say there's any meaning behind it. It's just a really on the nose point about Aku being an evil dick.

Much like what the dogs said in the first episodes. Aku liked stretching his influence to other planets and allowed aliens to move to Earth, many of which being degenerates. And as we've seen throughout the series, Aku only ever terrorizes the peaceful aliens who've long colonized the planet.
