No, not "plot twist". This comic issue, if anything, would make this scene have a lot more sense. It is not him just being random and funny. He is, in fact, setting his secret, most beloved dream in motion.

He never really wanted pictures of Spiderman. He was picturing himself as Spiderman all along, and this is not a twist: we just never paid enough attention until now.
