Since… somehow people don't seem to get the intent here, it's mocking the concept of wanting people from better off nations rather than worse off nations, because their quality of life would decrease instead of increase. Absolute nonsense, and thus the comic creator is trying to come up with an explanation for why people would do such things in large enough sizes that they'd have priority over less fortunate people who want better quality of life.

And political comics continue to be nothing but cringe
