Part of the problem is that you can't just hand over food to many of the governments, since they are warlords who essentially horde it to themselves or weaponize it to increase their own power instead of actually distributing it. In full scale conflicts such as Syria, it can also be difficult to feed people. If the local government is working against people getting fed, it is hard to feed them. If a lot of armed groups are working against the government, it is hard to feed people.
