Well Ben doesn't have the sense to use a segregated water fountains metaphor properly, so I'd have to guess he has the first as "coloreds only" and then the second "whites" because he's part of the delusional world that thinks racism became about white persecution at some point. That somehow, with a white population and an even whiter government (and a staggeringly white federal government), white people are second class. That would be my guess what the original comic was about.
