Though Gandhi still did not believe in vaccination he did not want to let his opinions get in the way of other peoples decisions/karma. Ultimately Gandhi became more into medical freedom. But maybe even more so wanted people to find their own way as for good or bad we indeed can influence others thereby creating more karma for ourselves. From a Hindu perspective the goal of moksha, being free from the cycle of birth death and rebirth, is not to have karma good or bad. So this conclusion in context of this makes perfect sense.
