its because the bullets themselves are inaccurate. The ability to curve bullets is the real ability of the emperor as well as an infinite chamber this is why he couldn't become a crusader as araki intended. he can't just fire and hope the bullet finds his target watch his actions while he fires only a normie would think of some shit like this. the range can be explained cause bullets falloff especially ones fired from a pistol
