She-Ra and the Princesses of Power - Hordak's contribution this season

I kind of like this characterization of Hordak. He's a busy man with an Empire to run; he regards the Princess Rebellion as a minor irritant that is not worth his personal time or effort. The challenge for She-Ra and Co. is to start damaging the Horde to the point where Hordak is forced to take notice.

Yes she was a bad guy in the original.

However She-Ra is destined to re-unite all the Princesses to bring harmony to Etheria, so both Entrapta and Scorpia have clear paths towards Redemption.
