Long story short,
Shotaro is the protagonist of old anime Gigantor (renamed Jimmy Sparks in English). Fetish culture decided that his name "Shota" would make a good counterpart to Lolita/"Loli" (which makes no sense because Gigantor isn't sexualized at all).
On KnowYourMeme and other art sites, "/ss/" or "straight shota" very rarely involves actual depiction of cougers fucking teenage boys, and is usually just a catcall, i.e. signals the commenter thinks the thirsty lady seducing the nervous teen is funny.
This image that we're commenting on implies that /ss/ catcalls are made by unfunny shitposters
