Phil still could have served in Europe and the Pacific if he was a member of the US Army 97th Infantry Unit which fought in the Battle of the Bulge and left for the Pacific Campaign from Le Havre, France on June 16 1945. While Grampa Phil would have never fought in Pacific as the 97th arrived in Cebu, Phillipines until September (a month after the Japanese surrender) and could only serve as an occupation force; he would still have a chance to meet Grampa Lou while in uniform if Lou was assigned to the occupation force as well.
