I personally believe that civilians do in fact have the power to stop it because it stems from society. Unfortunately, everything takes time. People seek out solutions to problems that promise to fix things immediately. However, the truth is societal problems need to be addressed by its members. Changing society/people's mind is a slow process through the use of reasoning and logic but is necessary and ultimately better than the alternative. What I've seen recently is a return to violence as a quick "solution" to problems, which is one of the reasons I oppose violence regardless of who it's aimed at. Violence is messy and only yields instant satisfaction that diminishes greatly over time; not to mention it encourages more it on either side.
